* WHAT...Dangerously cold wind chills as low as 27 below. * WHERE...Portions of east central and northeast Colorado, northwest and west central Kansas, and southwest Nebraska. * WHEN...Until 11 AM MST /noon CST/ Thursday. * IMPACTS...Frostbite and hypothermia will occur if unprotected skin is exposed to these temperatures. An extended period of freezing temperatures could cause ruptured water pipes. Wind chill values will fall to extremely dangerous levels.
